About this opportunity

The Missouri Department of Transportation (MoDOT) is seeking qualified vendors to provide and install a new static truck scale at the Official Weigh Station located at 4001 Interstate 44 in Joplin, Missouri. This Invitation for Bid (IFB) requires the replacement of an existing deficient weighbridge with a new multi-platform static scale that meets National Type Evaluation Program (NTEP) Class IIIL certification standards. The new scale must have a minimum gross weighing capacity of 200,000 pounds, with three load platforms capable of simultaneously weighing steering, drive, and trailer axles. Technical specifications include requirements for weighbridge length (minimum 120 feet), digital load cells, HS-20 loading structural standards, and ISO 9001 quality certifications. The bid period runs from November 23, 2022, to December 15, 2022, with bids due by 2:00 PM CST. Site inspections are available Monday through Thursday between 9:00 AM and 3:00 PM by contacting Steff Mosby, and written questions were due by December 7, 2022. The contract period will run from the date of award through May 31, 2023, with MoDOT handling power and conduit requirements, foundation pit cleaning, and traffic control.

The solicitation encourages participation from minority and women-owned businesses, with specific goals of 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation. Bidders must provide a 5% bid bond and the successful vendor will be required to furnish a 100% performance and payment bond. The project includes comprehensive warranty requirements, including a 10-year warranty on weighbridge modules, hardware, and load cells, and a 5-year warranty on weight indicators and remote displays. Prevailing wage requirements will apply according to the Missouri Department of Labor Annual Wage Order for Newton County. Liquidated damages of $500 per day will be assessed for late completion, and the winning bidder must respond to repair requests within 24 hours and complete service restoration within 48 hours during the warranty period. While no specific budget range was explicitly stated, the project involves a complete scale replacement and disposal of the existing infrastructure. The contract will be awarded to the lowest responsive, responsible, and reliable bidder, with MoDOT reserving the right to reject any or all bids.
