About this opportunity

Wake County, North Carolina, through its Finance/Procurement Services, is soliciting bids for the East Wake Transfer Station Truck Scale project, located at 840 Corporation Pkwy in Raleigh. The Request for Bids (RFB No. 25-114) seeks the purchase and installation of a single low-profile concrete deck truck scale, with a minimum gross capacity of 100 tons and a weighing platform measuring 70 feet long by 11 feet wide. The comprehensive procurement includes removing the existing scale, designing and installing a new scale foundation, approach slab, and concrete surface, as well as coordinating with the county's solid waste management software vendor to ensure seamless digital weight data transfer. Acceptable scale manufacturers include Unibridge Scale Systems, Emery Winslow Scale Company, Fairbanks Scales, Mettler Toledo, Rice Lake Weighing Systems, and Cardinal Scale. The bid will be publicly opened on November 19, 2025, at 3:00 pm through the Wake County Bonfire Portal, with an offer validity of 60 days from the bid opening date. Potential bidders are encouraged to schedule a site visit by contacting Scale House Manager Alison Overstreet prior to submitting a bid.

The procurement appears to encourage participation from Historically Underutilized Businesses (HUBs), though specific set-aside designations are not explicitly detailed in the provided documents. The scale must meet national and state standards, including NIST, NFPA, and North Carolina Department of Agriculture and Consumer Services requirements, with mandatory warranty provisions: a minimum 1-year parts and labor warranty, 5-year structural warranty, and 2-year electronic components warranty. Bidders are required to provide pricing for the scale, foundations, removal of the existing scale, installation, calibration, state certification, and annual service and maintenance contract prices for years 2 through 5. While specific budget ranges are not disclosed, the comprehensive nature of the project suggests a significant investment in modernizing the county's waste management infrastructure. The procurement documents emphasize compliance with various regulations, including E-Verify requirements, anti-discrimination statutes, and intellectual property protections. Potential vendors must demonstrate technical capabilities, adherence to specifications, and the ability to integrate with existing county solid waste management systems.
