The Town of Wilmington, located in Windham County, Vermont, is issuing an Invitation to Bid for the East Main Street Sidewalk and Sewer Line Construction project, designated as Wilmington TAP TA 16(4) / STP BP 17(13). Sealed bids from pre-qualified contractors will be accepted until 2:00 p.m. on February 19, 2026, with bid opening occurring immediately thereafter at the Town of Wilmington Offices. The scope of work encompasses the replacement of concrete sidewalks, installation of new granite curb, drive improvements, construction of a new sewer line, streetscape enhancements including landscaping and a flagstone retaining wall, and the addition of signing and striping for crosswalks along approximately 1,300 feet of VT Route 9 (East Main Street), extending from a point across from Beaver Street easterly to the western approach of the bridge over Beaver Brook. All bidders must be on the Vermont Agency of Transportation's pre-qualified list under the "Contractors List of Curb and Sidewalk Category" or must have submitted a complete prequalification application to VTRANS Contract Administration at least 10 working days prior to bid opening; interested parties should contact Jon Winter at (802) 622-1267 for prequalification information. Each bid submission must be accompanied by a certified check payable to the Town of Wilmington equal to five percent of the total bid amount, or alternatively, a bid bond may be submitted. The contract completion date is October 15, 2026.
This procurement is restricted to contractors holding current pre-qualification status with the Vermont Agency of Transportation in the specified Curb and Sidewalk Category, which effectively limits bidder eligibility to qualified construction firms meeting VTRANS standards. No information regarding disadvantaged enterprise set-asides, incumbent contractors, or existing technology integration requirements is provided in the solicitation documentation. The bid documents are available for review at the Town of Wilmington Offices, and specific project plans and detailed specifications can be obtained through this location. No explicit contract award value or budget range is disclosed in the available procurement information. Interested contractors should note that bid submissions must be clearly marked in the lower left-hand corner with the project designation to ensure proper identification and processing.
