About this opportunity

Tohopekaliga Water Authority (Toho) is soliciting bids on the rehabilitation of four existing wastewater lift stations in Osceola County, Florida under IFB-26-031, with proposals due July 16, 2026. The project involves Stations S047, S063, S067, and S079 located on properties owned or leased by Toho, the City of St. Cloud, and Osceola County.

Scope includes replacement of pumps, base plates, pump rails, riser piping, electrical panels, water service lines, top slabs, hatches with fall-protection systems, and wet-well recoating at all four stations. Stations S067 and S079 require additional work: chain-link fence installation, manhole raising, and bypass-pump installation. The contractor must install driveway concrete and perform site regrading. The contractor is responsible for obtaining all required permits, including right-of-way permits from the City of St. Cloud and Osceola County, an FDEP wastewater permit (provided by Toho), and an NPDES Stormwater Permit. Contractor duties include full-time on-site project management, coordination with Toho to pick up pumps and control panels at 1622 S. John Young Parkway in Kissimmee, maintenance of traffic under MUTCD standards, continuous wastewater service operations with 24-hour bypass pumping, and submission of a Stormwater Pollution Prevention Plan.

Payment is on a lump-sum and unit-price basis as specified on the bid form. Mobilization and demobilization costs are capped at 5 percent per payment application, with remaining balances due upon substantial completion. The contractor must submit a preliminary schedule within 30 calendar days of notice of award and a complete critical path method schedule within 60 calendar days, followed by monthly updates with schedule status, float analysis, cost-earned summaries, and 60-day look-ahead reports. The contractor must furnish pre-construction audio-video recordings on flash drive prior to starting work and submit construction progress photographs with each payment application. Retainage applies to all contractor payments.
