About this opportunity
Imperial Irrigation District is requesting proposals for construction of a 2,100 acre-foot off-line storage reservoir and 1.8-mile intake canal north of the All-American Canal and east of the East Highline Canal near Holtville, California, under RFP PRFP 1647, with proposals due November 18, 2026 at 5:00 p.m. PDT and mandatory pre-bid meeting and jobwalk on September 30, 2026 at 8:00 a.m. Attendance at the pre-bid meeting is required; respondents arriving late or departing early are ineligible to submit.
The scope covers all labor, equipment, materials, licenses, submittals, certifications, permits (including dust control), and services necessary to construct the reservoir and intake infrastructure. The reservoir will operate at a maximum non-jurisdictional water storage depth of 6 feet and fill and release within 24-hour cycles. The intake canal is a 1.8-mile trapezoidal-shaped lined channel with 3H:1V side slopes and 1,500 cubic feet per second capacity, fed from the All-American Canal Hydro Pond via a gated control structure. Water release flows through a 1,000-foot trapezoidal-shaped lined channel and emergency spillway with 1,000 cfs capacity to the East Highline Canal, also via gated control. The project is located in Imperial County, California. The award vehicle is a lump-sum contract. Personal protective equipment including covered-toe shoes and safety vests are required for site attendance.
Questions are due October 14, 2026 by 5:00 p.m. local time, with responses provided by October 28, 2026. Inquiries should be directed to Marty P. Holbrook, purchasing agent, at purchasing@iid.com. Responses will be available on www.iid.com under the solicitation listing.

Imperial Irrigation District (IID), an irrigation district established under Division 11 of the California Water Code, Sections 20500 et seq., that provides non-potable water, farm drainage and power services to the lower southeastern portion of California's desert, is requesting proposals from highly qualified Respondents to: Provide all labor, equipment, material, licenses, submittals, certifications, documentation, required permits (including dust control) and all other services necessary to: Construct a 2,100 acre-foot (ac-ft) off-line storage reservoir and 1.8-mile long Intake Canal located north of the All-American Canal (AAC) and east of the East Highline (EHL) Canal 5 miles southwest of Holtville, California. The East Highline Reservoir (EHR) site is located approximately 1.25 miles north of the All-American Canal (AAC) and on the east boundary of the East Highline Canal at Verde School Road, in Imperial County, CA. The EHR Project will provide operational storage by having the ability to divert water from the AAC, store it, and release it to the EHL Canal. The proposed reservoir will provide a non-jurisdictional maximum water storage depth of 6 feet (ft), and receive flow from the proposed Intake Canal connection at the AAC Hydro Pond. The Intake Canal will be a 1.8-mile trapezoidal-shaped lined channel with 3H:1V side slopes, and capacity of 1,500 cubic feet per second (cfs). Water from the reservoir will be released to the EHL Canal through a 1,000-foot long trapezoidal-shaped lined channel and emergency spillway with 3H:1V side slopes, and capacity of 1,000 cfs. The AAC Tie-In, reservoir inlet and outlet structures will be gated control. The reservoir will be operated to fill and release within 24-hour cycles.
