About this opportunity

Coos Soil and Water Conservation District (Coos SWCD) is requesting bids for riparian restoration work across three private agricultural properties in the East Fork and South Fork Coquille River watersheds, with bids due July 24, 2026 at 4:00 p.m. and a mandatory pre-bid site visit on July 16 from 11:00 a.m. to 4:00 p.m. at the Coos SWCD office in Coquille. Work is subject to Oregon Prevailing Wage Rate requirements under ORS 279C.800-279C.870.

The scope spans three sites (Culbertson, Groves, and Brown) and includes approximately 18.5 acres of invasive blackberry removal, approximately 22,300 linear feet of livestock exclusion fencing, installation of 5 off-channel livestock watering systems, and approximately 18.5 acres of native riparian planting. Bidders may propose for individual sites or all sites, with separate billing by Job ID. Deliverables include a completed bid form, detailed work plan with timeline and cost estimates, equipment list with fire-safety provisions, insurance certificates, and references for similar projects.

The project runs from September 1, 2026 through November 15, 2027. Contractors must maintain minimum insurance of $1 million commercial general liability, $1 million automobile liability, $1 million professional liability, and $500,000 pollution liability. All on-site personnel must complete Worker Environmental Awareness Training (WEAT) before beginning work. All ground-disturbing activities require Section 106 National Historic Preservation Act review and Oregon Watershed Enhancement Board (OWEB) cultural resource clearance prior to work commencement. Contractors must comply with applicable Oregon contractor licensing requirements and federal provisions applicable to federally funded contracts. The project is funded through OWEB grants and other sources and is subject to SHPO and OWEB approval. Awards are scheduled for July 30, 2026. Coos SWCD reserves the right to award multiple contracts for portions of work, reject any or all bids, and select based on cost-effectiveness, quality, timeliness, qualifications, and demonstrated ability to cooperate with project partners.
