About this opportunity
The Pennsylvania Department of Transportation (PennDOT) is requesting bids for dirt road shaping and dust palliative services in eastern Susquehanna County under a Small Business Reserve solicitation, with bids due August 11, 2026, and mandatory site visits to be scheduled between September 14–18, 2026. This is a restricted solicitation—vendors must be listed as Certified Small Businesses on the Pennsylvania Department of General Services Supplier search tool by the bid close date to be eligible for award.
The scope comprises reshaping approximately 28 miles of unpaved roads in spring and approximately 10 miles in fall through scarifying, grading, shaping, and compacting to restore proper cross-section and eliminate corrugations and potholes, followed by spot treatment with emulsified dust palliative applied near residences, schools, churches, markets, factories, road intersections, railroad crossings, and bridges. Bid items are structured as: Item 1 — 38 miles of shaping unpaved roads (unit bid per mile); Item 2 — 4,000 tons of 2A Modified material; and Item 3 — 20,000 gallons of emulsified dust palliative. Work shall be performed in accordance with Chapter 6.3 of PennDOT's Maintenance Manual (Publication 23) and the attached Statement of Work. Bidders must demonstrate two years of active experience in highway construction or maintenance and submit proof with their bid. The contractor must maintain minimum production capability of 40 hours per week per crew and furnish all equipment, personnel, and materials; equipment must meet sound mechanical condition standards and display the contractor's business name, DOT numbers, city, and state. The apparent low bidder must successfully demonstrate equipment adequacy and personnel training capability within 10 calendar days of bid opening. Equipment calibration is required within 10 working days of purchase order issuance.
The contract term extends from purchase order execution through June 30, 2027, with the Commonwealth reserving the right to extend any single term up to three months on the same terms and conditions. Liquidated damages of $500 per working day apply for failure to complete all shaping and spraying by June 15 of the contract fiscal year. Award will be made to the lowest responsive and responsible bidder. Questions are due August 4, 2026 at 12:00 PM EST. The pre-bid conference was held on July 28, 2026 at 10:00 AM via Microsoft Teams. Bidders must submit the Domestic Workforce Certification form, Worker Protection and Investment Certification (BOP-2201), and Contractor Information Form with their bids. All pricing must be firm with no conditions or exceptions.
