All bids must include 5% bid security in the form of an electronic bid bond from an approved surety. The successful bidder must furnish Performance and Payment Bonds each equal to 100% of the contract amount. Retainage will be withheld at 5% or 10% depending on contract amount under Louisiana Revised Statute 38:2248. Stipulated damages apply for completion delays at the daily rate specified in the Special Provisions.
Bidding documents are available electronically only through www.calcasieu.gov; all bids must be submitted electronically through www.bidexpress.com with no paper submissions accepted. A pre-bid conference may be held at the engineer's discretion. The apparent low bidder must submit non-collusion affidavits, attestation forms regarding criminal convictions, E-Verify compliance affidavits, and subcontractor listing forms within ten days of bid opening.
