About this opportunity

Osceola County Board of County Commissioners is requesting bids for comprehensive mowing, landscaping, and irrigation system maintenance services along US 192 from Denn John Lane to Partin Settlement Road, with bids due October 6, 2026 at 2:00 p.m. local time at the Osceola County Procurement Services Office in Kissimmee.

The scope includes bi-weekly mowing, edging, blowing, string trimming, tree and shrub trimming, plant care and replacement, litter removal, and weed control from April through November, and monthly service from December through March, with all work completed within the same week it is started. The contractor must inspect and repair the irrigation system and maintain separate pricing for mulch removal, irrigation repair, and plant installation based on quantity, hours, or cubic yards.

The contractor must demonstrate a minimum of one year of consecutive experience servicing at least three commercial accounts of equal size and scope. Required licensures include a Pesticide/Herbicide Applicators License and FDOT Certification for Maintenance of Traffic Control. The contractor must maintain specified equipment including three commercial lawn mowers, string trimmers, and edgers.

The contract is awarded for an initial three-year term with opportunities for one or two additional one-year renewal periods at the County's discretion. Pricing shall be submitted on a fixed per-cycle cost basis covering all labor, equipment, tools, materials, and debris removal. The County anticipates bi-weekly service cycles during the growing season and monthly cycles during winter months; estimated quantities are provided as guides only and actual quantities may vary.

Bidders must submit one unbound original proposal with a USB Flash Drive containing all documents in Microsoft or Adobe PDF format, along with proof of current liability and workers' compensation insurance, occupational license, corporate standing documentation, and experience certifications. No bid or performance bond is required. Award is made to the most responsive and responsible bidder submitting the lowest overall bid meeting specifications. A 90-day probationary period will apply, during which the County may terminate the contract and award to another bidder based on performance evaluation. The County will conduct one complimentary inspection per cycle; additional inspections incur a $100 fee per re-inspection, deducted from invoices.
