About this opportunity
The James City Service Authority (JCSA) is requesting proposals for easement clearing and maintenance services for over 150 miles of water and wastewater pipeline easements throughout James City County, Virginia, with proposals due September 30, 2026 at 2:00 p.m. ET. The JCSA reserves the right to award contracts to multiple offerors.
Contractors must hold Virginia Commercial Applicator certifications in categories 5A (Aquatic Pest Control) and 6 (Right of Way Pest Control) — the primary capability requirement. The scope includes cutting trees and shrubs and/or applying EPA-approved herbicide treatments in wetland and aquatic environments to kill existing vegetation and prevent regrowth, while preserving natural grasses, legumes, and wetland vegetation for erosion control. Easements vary from 10 to 30 feet or more in width, with the majority at 20 feet. Contractors must coordinate with JCSA at least 21 days before work initiation, obtain necessary permits, locate and mark easement boundaries, and document completed work using ArcGIS Field Maps with photographs.
Pricing shall be firm-fixed, unit-rate basis for labor, equipment, and materials. Initial prices and renewal prices are guaranteed for each contract term with no increases allowed during the term; after the initial term, price increases are limited to the prior year's CPI increase for the Washington-Arlington-Alexandria CBSA or 3 percent, whichever is lower. No guaranteed minimum volume is provided. The initial contract term is one year from execution, with JCSA retaining the right to extend for up to four additional one-year terms at its discretion.
Evaluation will weight qualifications and experience at 35 points, project approach at 30 points, and price proposal at 35 points. Comprehensive General Liability insurance of $1 million per occurrence, Workers Compensation coverage, and Commercial Auto Liability of $1 million per occurrence are required, with JCSA named as an additional insured on a primary basis. Questions are due September 18, 2026. Proposals are submitted electronically through Euna OpenBids/DemandStar.
Opportunity text
The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract with qualified and experienced firm(s) to provide Easement Clearing/Maintenance Services to James City Service Authority. The owner reserves the right to award contracts to more than one Offeror. The James City Service Authority (JCSA) owns water and wastewater pipelines that are located within permanent easements throughout James City County. Over 150 miles of easements must be maintained by the JCSA in order to keep utility pipelines accessible. The condition of these easements with respect to vegetative cover varies. Some are fairly open while others are heavily overgrown with trees and brush. JCSAs primary objective is to keep the easements free of trees and shrubs. Other natural grasses, legumes and wetland vegetation do not pose a problem, and are encouraged to provide soil stability and erosion control. Easements typically are centered on, and follow, pipeline alignments. The majority of the easements are 20 in width, but widths may vary between 10 and 30 or more. JCSA is seeking contract services to cut trees and shrubs and/or apply Herbicide Treatment within the easements. Easements that have small saplings and shrubs that can be managed by applying an Herbicidal treatment to the foliage shall be addressed in that manner. Treatment shall consist of an EPA approved foliar application of an herbicide mixture intended for use in wetland and aquatic environments. The herbicide used shall effectively kill existing trees and shrubs, and prevent re-growth of treated vegetation. The Contractor shall apply the herbicide in accordance with the manufacturers recommendations.
