About this opportunity
Maryland State Department of Education is soliciting quotations for early childhood system transition and capacity-building support for its newly elevated Office of Early Childhood, with bids due November 5, 2026 at 2 PM through eMaryland Marketplace Advantage (eMMA). The solicitation encourages small, minority, and veteran-owned businesses to respond. Contractors must be registered to do business with the State of Maryland.
The contractor supports the Office of Early Childhood's transition from the Division of Early Childhood, effective October 1, 2026, across four domains: strategic communications, internal continuous quality improvement (CQI), program landscape review, and fiscal ecosystem analysis. Work includes website content assessment and updates, communications templates, CQI frameworks and operational procedures, a comprehensive review of office programs, and analysis of federal, state, local, and philanthropic funding streams. Nine deliverables include a website review report, communications package, CQI framework prototype, operational SOPs, program landscape assessment, and fiscal ecosystem analysis. Bidders must meet 11 mandatory requirements, including statewide early childhood system reform expertise, mixed-delivery systems integration, fiscal analysis capability, CQI implementation, landscape review experience, and systems modernization. All deliverables must comply with WCAG 2.1 Level AA and applicable Americans with Disabilities Act and Maryland accessibility requirements.
The maximum contract value is $100,000 for a term of November 10 through December 31, 2026. Award goes to the lowest-priced responsive and responsible bidder meeting all 11 mandatory requirements. Billing is monthly, with invoices requiring specific documentation and contractor logs for consultants. Contractors that have not previously conducted business with MSDE, or that have not done so in a significant period, must submit an updated W-9. Questions closed November 2, 2026 at 2 PM.
Opportunity text
MSDE has elevated the Division of Early Childhood to the Office of Early Childhood (OEC), effective October 1, 2026, to create a more unified and effective birth‑to‑five system. As OEC assumes this statewide role, MSDE aims to strengthen internal capacity, improve communications, and build cohesive system infrastructure. Drawing on national models where unified governance and funding improved outcomes, MSDE is seeking short‑term, specialized support.
