About this opportunity

Texas A&M University-Texarkana (TAMUT) is soliciting proposals for full-service golf course management of Eagle Reserve Golf Course, an 18-hole facility adjacent to the TAMUT campus in Texarkana, Texas, with proposals due August 31, 2026 at 11:30 p.m. Central Time and a question deadline of August 17, 2026.

The scope encompasses Golf Shop operations, Course Maintenance, Administration and Bookkeeping, and Marketing functions. Food & Beverage services will be provided separately by Chartwells under a strategic partnership structure. The operator will be expected to maintain the course as a self-sustaining asset while preserving accessibility for students, faculty, and the local community. Property tours are available by advance scheduling with TAMUT contacts.

Evaluation criteria are weighted as follows: Fee Structure & Risk-Sharing (25%), Technical Approach & Understanding of Scope (20%), Experience & Comparable Course Results (20%), Financial Stability (10%), References (10%), VetHUB Participation Plan (10%), and potential interviews (5%). Proposers must submit a base management fee and a performance incentive structure with explicit calculations. Risk-sharing is a priority evaluation area, and respondents must demonstrate a meaningful operator risk-sharing mechanism such as loss-sharing, capital contributions, or performance guarantees. Detailed five-year pro forma financial statements with fully disclosed assumptions, actual financial and operational results from comparable courses managed, and documentation of financial capability are required.

The initial contract term is anticipated to be three to five years, with options to renew by mutual written agreement. TAMUT anticipates awarding the contract on October 1, 2026, with service commencement coordinated with any concurrent renovation schedule. All proposals become property of the Texas A&M University System and the State of Texas upon receipt and are subject to public review after contract execution.
