About this opportunity
Texas A&M University-Texarkana (TAMUT) is requesting qualifications for design-build services to renovate Eagle Reserve Golf Course, an 18-hole course adjacent to the TAMUT campus in Texarkana, with qualifications due August 31, 2026 at 11:30 PM Central Time. This is Phase 1 of a two-phase procurement; TAMUT will shortlist 3–5 firms to advance to Phase 2 detailed proposals.
Respondent teams must include a Texas-licensed architect or engineer responsible for design, a general contractor or construction entity with demonstrated golf course construction experience, and a golf course architect/designer with a portfolio of completed projects, with a single entity designated to hold contractual privity with TAMUT. Relevant experience with golf course design-build or major renovation projects completed within the past ten years is required. Teams must provide at least three references from completed projects, preferably including public-sector or university-affiliated owners, and submit documentation of financial capability and bonding capacity to obtain payment and performance bonds equal to 100% of the construction contract sum from a surety rated A– or better by A.M. Best.
The scope encompasses course renovation to elevate playing conditions and aesthetics; renovation and/or expansion of practice facilities with potential technology integration; clubhouse renovation and facility improvements; cart path and irrigation improvements; and maintenance facility enhancements. Property tours are available upon advance scheduling.
Evaluation weighting is relevant experience (30%), design-build team qualifications and composition (20%), references (15%), financial capacity and bonding capability (15%), approach to renovating an operating course (10%), and VetHUB participation plan (10%). Respondents must submit a VetHUB Participation Plan demonstrating good faith efforts to attract and use State of Texas certified Veteran Heroes United in Business vendors. All resulting contracts are governed by Texas law and subject to prevailing wage, HUB, and public bidding requirements. TAMUT anticipates shortlist notification by September 4, 2026, Phase 2 RFP issuance by September 9, Phase 2 proposal deadline of September 25, and design-build contract award by October 1.
