About this opportunity
The Borough of Chambersburg in Franklin County, Pennsylvania, is seeking a qualified contractor for the E7 and Laurich Meadows Pump Stations infrastructure project. The procurement involves constructing two sanitary sewer pump stations with comprehensive infrastructure upgrades, including approximately 600 linear feet of 8-inch and 18-inch PVC pipe, 1,320 linear feet of 4-inch and 6-inch PVC force main, and 315 linear feet of primary electrical duct bank. Key deliverables include new electrical service, transformers, wet wells, valve chambers, fencing, concrete curb and sidewalk replacement, trench and driveway paving, access drives, and lawn restoration. The project requires a mandatory prebid meeting scheduled for Thursday, December 18, 2025, at 10:00 a.m. at Chambersburg City Hall, with sealed bids due by 10:00 a.m. on Wednesday, January 14, 2026, through the PennBid online portal. Evaluation criteria will focus on selecting the lowest responsive and responsible bidder, with substantial completion required within 270 calendar days and final completion within 300 calendar days.
The contract does not appear to have specific set-aside designations for disadvantaged enterprises, but it does include several important compliance requirements. Contractors must adhere to Pennsylvania Prevailing Wage Act requirements, the Steel Products Procurement Act, public works employment verification under Act 141 of 2022, and Pennsylvania Human Relations Commission non-discrimination regulations. Insurance requirements are substantial, including workers' compensation, commercial general liability ($1,000,000 per occurrence), automobile liability ($1,000,000), umbrella liability ($3,000,000), and pollution liability insurance. The project requires a performance bond and payment bond, each at 100 percent of the contract price, with bid security of 10 percent of the maximum bid price. While a specific budget range is not explicitly stated, the comprehensive nature of the infrastructure work and the detailed technical specifications suggest a significant capital investment. Contractors must also manage existing water quality management permits and coordinate with utility companies including Guilford Water Authority, West Penn Power, and others during the project implementation.
