About this opportunity
Stafford County and the Rappahannock Regional Solid Waste Management Board are soliciting quotes for e-waste recycling and hauling services via RFQ 27018, with quotes due October 13, 2026 and questions due October 7 at 11:00 a.m. An optional site visit is scheduled for October 7 at 9:00 a.m. at the Administrative Office, 473 Eskimo Hill Road.
The contractor will sort, load, transport, and recycle electronic equipment waste collected at two locations: the Regional Landfill (489 Eskimo Hill Road, Stafford) and the Belman Road Convenience Center (1200 Belman Road, Fredericksburg). The R-Board currently collects approximately 8,000 pounds of e-waste annually, including cell phones, computer towers, laptops, tablets, and printers. The contractor must perform collections every 30 days between 8:00 a.m. and 4:00 p.m., Monday through Friday, and must adhere to Responsible Recycling (R2) Standard or e-Stewards standards for environmentally compliant processing. All necessary labor, equipment (including a loader and transportation vehicle), and qualified personnel are contractor-supplied; no equipment may be stored onsite without prior approval. The R-Board's scales determine weights and payment amounts.
The initial contract term is two years with three optional one-year renewal periods. Upon renewal, pricing cannot exceed the previous year's price increased by the Consumer Price Index or 3 percent, whichever is lesser.
Evaluation weighting: pricing 60 percent, demonstrated understanding and approach 20 percent, references 10 percent, and experience in e-waste handling and recycling 10 percent. Costs in the quote table are structured as either payments to or charges by the county depending on market conditions.
Insurance requirements include Workers' Compensation, Automobile Liability of $2 million combined single limit, and Comprehensive General Liability of $1 million per occurrence with $2 million general aggregate. Stafford County must be named as an Additional Insured on all liability policies. The Contract Administrator is R-Board Director Phil Hathcock or his designee. Quotes must be submitted via www.eva.virginia.gov.
