About this opportunity
The Commonwealth of Virginia Department of Veterans Services is soliciting competitive bids for Hercules standard and oversized air seal burial vaults to be delivered to three Virginia Veterans Cemeteries located in Amelia, Suffolk, and Dublin. The procurement encompasses poly liner-type outer burial containers that are non-biodegradable, non-concrete, black in color, stackable, and must meet or exceed National Cemetery standards. Bidders must submit pricing on a per-unit basis for both standard and oversized Hercules Vaults, with all bid prices including freight and installation charges with no additional fees permitted. Delivery must be FOB Destination to the respective cemetery locations within 30 days of purchase order receipt, scheduled between 8:30 AM and 4:30 PM, Monday through Friday, with 24-hour advance notice required to the cemetery contact. This is a one-year term contract with multiple orders to be placed as needed by the cemeteries. The solicitation was issued on March 17, 2026, with bids due by March 24, 2026, at 5:00 PM EST. All bidders must register in the eVA system and submit bids electronically through eVA or by email to amanda.polk@dvs.virginia.gov.
Award of the contract will be made based on a tiered evaluation approach prioritizing disadvantaged business certifications and bid responsiveness. The Commonwealth will award to the lowest responsive and responsible bidder that is a DSBSD-certified micro business if the bid does not exceed $10,000 and is deemed fair and reasonable; if this criterion is not met, award will be made to a DSBSD-certified small business provided the bid does not exceed $100,000 and is deemed fair and reasonable. If neither certification criterion is satisfied, the contract will be awarded to the lowest responsive and responsible bidder of any size. All bidders are subject to a 1 percent vendor transaction fee capped at $500 per order for small businesses or $1,500 per order for other businesses. The successful contractor must maintain all books and records for five years after final payment and is required to provide either an electronic catalog or Punch-Out Catalog for awarded items. No incumbent vendors or budget ranges have been identified in the solicitation documents.
