About this opportunity
The Virginia Department of Veterans Services is requesting proposals for food products and food-related supplies for four veterans care centers under RFP 127009, with sealed proposals due September 25, 2026 at 5:00 p.m. EST. Offerors may submit pricing for one or more of the four delivery locations across Roanoke, Richmond, Virginia Beach, and Warrenton.
The scope includes furnishing and delivering approximately 1,000 food products and related supplies (proteins, dairy, frozen prepared foods, beverages, produce, pantry staples, condiments, and non-food items such as cleaning chemicals and disposable serviceware) with warehousing, distribution, emergency cold-chain support, online ordering via eVA, and reporting services. All deliveries must utilize climate-controlled vehicles, occur Monday through Saturday with same-day emergency delivery available 24/7, and meet HACCP compliance and FDA/USDA regulatory standards. Products must maintain specified temperatures: 41°F or below for refrigerated items, 0°F or below for frozen items. Pricing is submitted on a market basket form with firm fixed unit pricing and firm fixed discount percentage from the contractor's commercial rate. No minimum order thresholds are guaranteed. The incumbent is US Foods.
Mandatory source requirements through the Department for the Blind and Vision Impaired and the Virginia Distribution Center must be exhausted before purchasing from the awarded contractor; mandatory source spending ranges from 22.5% to 78.5% depending on location. Evaluation weighs offeror qualifications and past experience at 30 points each, pricing at 20 points, and small business subcontracting plan participation at up to 20 points, with full points awarded to DSBSD-certified small businesses. Partial credit (up to 15 points) is available for subcontracting through DSBSD-certified entities.
The initial contract runs January 4, 2027 through July 4, 2028 with four optional one-year renewals. The contractor must maintain workers' compensation insurance, commercial general liability of $1 million per occurrence and $2 million aggregate, and automobile liability of $1 million combined single limit. All offerors must register in eVA and comply with transaction fees capped at $500 for DSBSD-certified small businesses or $1,500 for others per order. An optional pre-proposal teleconference was held September 2, 2026; clarification inquiries were due September 14, 2026.
