About this opportunity
The Ohio Department of Veterans Services is seeking a security guard services contractor for two veterans homes located in Sandusky and Georgetown through an Invitation to Bid (ITB025747). The procurement covers uniformed armed and unarmed security guard services, with the Sandusky location currently inactive due to low census but potentially requiring future services. The contract term runs from May 1, 2025 to April 30, 2027, with potential extensions. Specific service requirements include one unarmed guard at the Georgetown location Monday through Friday from 4 PM to 10 PM, and weekends/holidays from 8 AM to 10 PM. When activated, the Sandusky location will require one unarmed guard at the first entry point 24/7 and another unarmed guard at the second entry point from 7 AM to 11 PM daily. Bidders must be licensed in Ohio with either a Class A or Class C private investigator/security guard license. Guard personnel must complete 21 hours of on-site training and 16 hours of annual ongoing training, including active shooter protocol, use of force, and ethics training. The bid is due on February 27, 2025, with award to be determined by the lowest responsive and responsible bidder based on Total Hourly Rate multiplied by estimated usage.
The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Contractors must maintain professional liability insurance of $5 million per wrongful act, $250,000 third-party employee dishonesty coverage, and $1 million automobile liability coverage. Bidders are required to complete two additional forms: Exhibit One (Prior Projects Form) and Exhibit Two (Bidder Performance Form), which require detailed disclosures about past contract performance, legal actions, and business history. The State reserves the right to reject bids based on disclosed performance issues. While specific budget ranges are not detailed, the contract includes provisions for fixed pricing in the first 12 months with potential price adjustments thereafter, subject to 60 days notice. Contractors must also disclose any contract terminations, penalties over $5,000, governmental actions limiting business rights, bankruptcy filings, and felony convictions from the past seven years. The procurement covers services for Butler and Erie Counties in Ohio, targeting security services for veterans home facilities.
