About this opportunity

The Michigan Department of Military and Veterans Affairs issued a Request for Proposal on April 19, 2023, for dust control services at two training facilities: Camp Grayling Joint Maneuver Training Center in Grayling, Michigan and Fort Custer Training Center in Augusta, Michigan. The primary deliverable is the application of dust control solutions containing a minimum of 26% mineral brine to dirt and sand maneuver trails during critical periods in May, July, and September, with additional applications permitted during extreme dry weather conditions. Camp Grayling requires approximately 250,000 gallons annually while Fort Custer requires approximately 50,000 gallons annually, with a minimum delivery quantity of 9,500 gallons per application. Bidders may submit proposals for one or both locations, and multiple contracts may be awarded based on geographic region. The proposal submission deadline is May 31, 2023, at 3:00 p.m. Eastern, with an anticipated contract start date of July 22, 2023. The contract term is three years (July 13, 2023 to July 12, 2026) with options to renew for up to two additional one-year periods at the State's discretion. Proposals will be evaluated on a 100-point technical scoring system assessing product quality (10 points), service capability (20 points), acceptance criteria (20 points), scheduling and additional requirements (20 points), and vendor qualifications (30 points), with only proposals scoring 80 or above advancing to price evaluation.

The State will consider qualified disabled veteran-owned business status under MCL 18.1261(8) as a factor in award decisions; however, no specific set-asides or restrictions limiting participation to particular business types have been identified. Subcontracting is not permitted on this contract. Contractors must maintain comprehensive insurance coverage including $1,000,000 commercial general liability, $5,000,000 umbrella coverage, $1,000,000 automobile liability, and $1,000,000 environmental and pollution liability insurance. Pricing must be firm for 365 days with adjustments permitted only upon documented evidence of cost changes, and the State will process payments via Electronic Funds Transfer within 45 days of receipt of properly documented invoices. Mandatory requirements include submission of a Safety Data Sheet for the brine product, and products using water mixture or containing Dow flake are prohibited. Applications cannot occur within 24 hours before predicted measurable precipitation or within 24 hours after precipitation exceeding 0.25 inches, and liquidated damages of $1,000 plus $100 per day are assessed for late or improper completion.
