About this opportunity
The North Carolina Department of Public Safety is issuing an Invitation for Bid (IFB) on behalf of the NC National Guard for lawncare and grounds maintenance services across seven locations in the Durham Region, with bids due July 13, 2026 at 2:00 PM ET and mandatory pre-bid site visits scheduled for June 23–24 and July 2, 2026.
The solicitation covers comprehensive landscape maintenance including mowing, edging, trimming, debris and leaf removal, and weed and grass control at six primary locations: Butner, Durham, Louisburg, Morrisville, Roxboro, and two sites in Youngsville, North Carolina. The contract encompasses approximately 26.94 total acres with 23.41 acres of lawn area. Service scheduling requires mowing every 10 days from March through September and every 15 days from October through November, with all work performed between 8:00 AM and 4:30 PM for Readiness Centers and 7:00 AM to 3:00 PM for Field Maintenance Shop locations. Vendors must submit separate line-item costs for each of the seven locations covering 28 scheduled lawn care visits, mulch and fertilization services, leaf removal and beautification during three visits, and optional bush-hog services. All equipment, supplies, materials, transportation, and labor are the vendor's responsibility. Vendors must obtain all necessary licenses and permits, including pesticide and right-of-way certifications, and comply with background check requirements.
The initial contract term is one year beginning upon final execution, with the State retaining options to renew for up to two additional one-year terms with 30 days' written notice. The State encourages Historically Underutilized Business (HUB) participation with a target of 10% utilization of diverse firms as subcontractors. Written questions are due by July 6, 2026. Award will be made to the responsive bid offering the lowest price meeting all specifications. The State reserves the right to award to multiple vendors, reject bids, or cancel the solicitation without awarding a contract.
