About this opportunity
Leon County and the Florida Fish and Wildlife Conservation Commission (FWC) are pursuing a single-source procurement with Ducks Unlimited for a three-year habitat conservation project focused on the Manitoba Prairie Parkland Program. The contract aims to support waterfowl breeding habitat protection and restoration, utilizing science-based conservation tools to identify and implement projects that provide maximum benefit to breeding waterfowl populations. Specific project deliverables include conserving, restoring, and protecting at least 6,500 acres and managing at least 14,000 acres annually for migratory bird species critical to Florida's ecosystem. The procurement is structured as a non-competitive acquisition due to Ducks Unlimited's unique capabilities under the North American Wetlands Conservation Act (NAWCA), which allows for significant funding leverage. The contract posting date is 04/08/2025, with a final information receipt deadline of 04/29/2025 at 2:00 PM ET, and the vendor must demonstrate comprehensive capabilities to fully perform contract requirements in accordance with Chapter 287, F.S., and applicable regulatory standards.
The procurement appears to have no specific set-aside designations for disadvantaged enterprises and is explicitly targeted at Ducks Unlimited as a sole-source vendor. The total estimated contract value is $378,180 ($126,060 annually), with a required matching commitment from the recipient of at least 1:1, supplemented by an additional 2:1 federal grant matching. This funding structure effectively transforms each state dollar into approximately $5 Canadian dollars for conservation efforts. The contract will be implemented upon issuance of a purchase order and is structured to maximize conservation impact through strategic habitat intervention. Ducks Unlimited's unique position allows them to leverage state investments into substantial ecological preservation projects, with an anticipated total conservation investment of approximately $500,000 Canadian dollars. The vendor must demonstrate integrity, reliability, and full capability to execute the comprehensive habitat conservation and restoration objectives outlined in the procurement documentation.
