About this opportunity

The Commonwealth of Virginia Department of Veterans Services is requesting quotes for fall 2026 fertilizer and weed-control applications at the Southwest Virginia Veterans Cemetery in Dublin, Pittsylvania County, with quotes due July 17, 2026 at 5:00 PM EST — a four-day turnaround. Award will prioritize DSBSD-certified micro businesses if the bid is under $10,000 and deemed fair and reasonable, or small businesses if the bid does not exceed $100,000 and meets the same criteria; otherwise, the lowest responsive bidder of any size receives award.

The scope comprises two phases of turf maintenance across approximately 753,600 square feet. Phase 1 (mid-September 2026) requires application of 19-0-5 granular fertilizer at a minimum of 3.0 lbs. per 1,000 square feet and liquid post-emergent broadleaf weed control (4-Speed XT or equivalent) at 2.5 pints per acre. Phase 2 (mid-October 2026) is a follow-up liquid post-emergent herbicide application at the same rate. All applications must be performed by certified applicators using commercial spreaders and coordinated with cemetery management.

Bidders must submit separate pricing for each phase with grand total pricing and register in the eVA procurement system; a 1% vendor transaction fee (capped at $1,500) applies. Contractors must maintain workers' compensation insurance per Virginia statute, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence, and automobile liability of $1,000,000 if vehicles are used. Payment is made 30 days after invoice receipt or delivery, whichever occurs last, with signed verification of completion and material usage from cemetery staff required before invoice processing. A site visit is available upon request to clarify application boundaries. The Commonwealth may cancel the contract upon 60 days' written notice without penalty.
