About this opportunity
The District of Columbia Department of General Services is soliciting proposals for comprehensive snow and ice management services across District-owned facilities on a 24/7 basis during the snow season (December through May), with proposals due November 4, 2026. This RFP is designated exclusively for Certified Small Business Enterprises (SBEs) certified by the District Department of Small and Local Business Development (DSLBD) — vendors must hold active DSLBD certification to be eligible.
The scope includes snow plowing, snow blowing, mechanical removal, ice melt application, anti-icing and deicing, sidewalk clearing, emergency response, and post-storm cleanup across eleven geographically-defined Aggregate Award Groups spanning Wards 1–8, First Responders sites (FEMS/MPD), and Maryland jurisdiction. Services are structured as an Indefinite Delivery/Indefinite Quantity (ID/IQ) term contract with a base period from the anticipated award date of December 1, 2026, through September 30, 2027, followed by four optional one-year renewal periods extending through September 30, 2031. Contractors must mobilize within two hours of deployment notice and maintain standby status for a minimum of six hours following each operational period.
Compensation is based on firm-fixed unit rates submitted through OpenGov, varying by accumulation level (6 inches or less; greater than 6 to 12 inches; greater than 12 to 24 inches) applied per-deployment and per-property during 12-hour operational periods. The maximum non-guaranteed aggregate value per contract is $10 million per contract period, with a minimum guaranteed annual order of $50.00. All pricing must be fully loaded and inclusive of labor, equipment, materials, mobilization, storage, insurance, bonding, licensing, prevailing wage compliance, and subcontractor costs; no additional charges for overtime, emergency fees, or weather-contingent add-ons are permitted. For contracts exceeding $250,000, contractors must subcontract at least 35% of the dollar value. Contractors must maintain Project Management Plans, provide real-time reporting through DGS Salesforce, submit invoices within 24 hours of service completion, and comply with federal and District wage laws including the Service Contract Act and DC Living Wage Act.
