About this opportunity

The County of San Mateo, Department of Public Works, is conducting a competitive procurement for Dryer Duct Maintenance and Repair Services, including as-needed air duct cleaning services, through a Request for Proposals (RFP) process. The solicitation seeks a single contractor to provide comprehensive services across multiple County-maintained facilities, including shelters, correctional facilities, and a navigation center throughout San Mateo County. Deliverables and key objectives include routine maintenance and inspection of dryer ducts, comprehensive cleaning, repair or replacement of damaged duct sections, development and implementation of preventive maintenance programs, and staff training on proper dryer duct usage and maintenance. Qualifying contractors must demonstrate a minimum of four years of experience within the last seven years, maintain all necessary California licenses and certifications (such as CSIA or NADCA certification), carry comprehensive general liability insurance of $1,000,000, workers' compensation insurance, motor vehicle liability of $1,000,000, and professional liability of $1,000,000, and provide three professional references with personnel subject to background checks. Pricing shall be structured based on prevailing wage rates for technician labor charged hourly and per-call charges for dryer duct repair services. Evaluation criteria consist of experience and qualifications (30 points), proposed approach and maintenance schedule (20 points), and price proposal. The proposal deadline is May 22, 2026, at 2:00 p.m., with electronic submission required via the OpenGov eProcurement portal, and contract award anticipated by June 23, 2026.

The County of San Mateo has adopted a Procurement Preference for Local Businesses Ordinance and will apply local preferences throughout this competitive procurement. Contractors must comply with all applicable federal, state, county, and municipal laws, including prevailing wage requirements under California Labor Code, and the County retains the right to reject any or all proposals. The County reserves the authority to conduct interviews with highest-scoring proposers before final selection and may terminate the agreement with thirty days' notice or immediately for cause following a cure period. All work products created under the agreement become the exclusive property of the County. The aggregate fiscal obligation for the contract is not to exceed $375,000 over a five-year agreement term, with separate task orders to be issued as warranted throughout the contract period. Since the contract value exceeds $200,000, Levine Act disclosure requirements apply to the awarded contractor.
