About this opportunity

The University of Georgia Procurement Office, on behalf of the Skidaway Institute of Oceanography (SkIO) located in Chatham County, is soliciting proposals for the dry docking and repair of the Research Vessel Savannah, an uninspected steel-hulled, diesel-powered oceanographic research vessel owned by the University of Georgia. The R/V Savannah, built in 2001 at Washburn and Doughty Shipyard, operates as part of the University National Oceanographic Laboratories (UNOLS) research fleet and is homeported in Savannah, Georgia at SkIO facilities on Skidaway Island. Qualified contractors must demonstrate experience performing quality work on similar marine vessel projects, possess adequate facilities for dry docking and repair operations, and provide detailed schedules demonstrating their ability to complete the work within specified timeframes. The procurement will be evaluated based on the quality of work performed on comparable projects, the adequacy of available facilities, the proposed work schedule, the contractor's ability to meet deadlines, and the overall price competitiveness of the proposal. An addendum posted on December 3, 2014 modified the original December 10, 2014 bid date, and interested parties should contact Christel Morrison at Christel.Moore@skio.uga.edu to obtain Exhibits 1 and 2 and clarification on the revised submission deadline.

The solicitation documentation does not specify set-aside designations, disadvantaged enterprise requirements, or restrictions limiting eligible respondent categories. No incumbent contractor or existing vendor is referenced in the procurement materials. The proposal must address integration with the vessel's existing diesel engine systems and steel hull infrastructure, as well as compatibility with SkIO Marine Operations' management protocols and the vessel's operational requirements under its National Science Foundation cooperative agreement. No specific award value or budget range is disclosed in the available contract opportunity information, indicating that pricing will be determined through the competitive proposal evaluation process based on the scope and complexity of the dry docking and repair work required.
