About this opportunity
State University of New York College at Geneseo is seeking proposals for a Drupal to WordPress migration project under its discretionary authority per NYS Education Law 355(5)(a), with proposals due March 27, 2025 at 10:00 a.m. and a target project completion date of August 1, 2025. MWBE goals are 16.00% MBE and 14.00% WBE; SDVOB goal is 6.00%. All bidders must submit MWBE certification forms (7557-107, 7557-108, and 7557-104), SDVOB Utilization Plan (Form 7564-107), NYS Executive Order No. 16 certification, and NYS Finance Law 139-j and 139-k compliance certifications.
The scope encompasses migration of approximately 6,550 published pages from geneseo.edu and 450 pages from the Scene Magazine alumni publication to WordPress using the Divi theme. The vendor must map nine primary content types (Basic Pages, Advanced Pages, Faculty Pages, Academic Program Pages, Alumni Profiles, Department News, News Articles, Policy Pages, and Research Briefs) and ten taxonomy categories into WordPress without modification; manage approximately 200 subsites organized as subfolders; integrate Scene Magazine into the primary site with a distinct landing page; migrate existing 301 redirects; and establish capability for future page-level redirect management. Required vendor expertise includes Drupal to WordPress migration, WCAG 2.2 AA and GDPR compliance assurance, plugin vetting and installation, performance optimization including WebP image format and Core Web Vitals analysis, post-migration QA testing, and cross-site HTTP requests to on-premises hosted applications and APIs. Microsoft Entra SSO authentication integration is strongly preferred.
Geneseo's IT team and cloud hosting provider will collaborate with the selected vendor to ensure minimal downtime, functional parity or improvements, and preservation of content integrity, metadata, and SEO elements. The solicitation requires all-inclusive flat-fee pricing. Award will be based on demonstrated Drupal-to-WordPress expertise, project understanding and proposed solutions, realistic timeline and management approach, cost-effectiveness, service quality, and client references. Questions are due March 19, 2025 to Thomas Underwood, Director of Purchasing & Central Services, at underwoo@geneseo.edu. SUNY standard contract clauses (Exhibit A and A-1) will apply.
