About this opportunity

The Kentucky Administrative Office of the Courts (AOC) is seeking proposals from qualified vendors to provide comprehensive drug testing services for its Specialty Court programs across the state, including drug courts, mental health courts, and veterans' treatment courts. The selected vendor(s) will be responsible for implementing a statewide solution for specimen collection, laboratory testing, data reporting, and medical review by January 31, 2025. The contract will have an initial term of October 1, 2024 to June 30, 2026, with options to renew for up to two additional biennia. Proposals are due by August 9, 2024, and the AOC will evaluate submissions based on factors such as offeror capacity, experience, qualifications, proposed services, and implementation approach. The AOC is currently under contract with an outside vendor and anticipates an annual testing volume of approximately 249,301 collections.

This procurement does not involve any set-aside requirements. The current incumbent vendor is AverTest, Inc., who has been providing satisfactory services. The AOC contracts and pays for the drug testing services, with funding coming from a combination of Medicaid, grant funds, and the AOC's own budget. No fees are charged to the Specialty Court program participants. Pricing will be evaluated based on the offeror's completed Cost Proposal Form, and the AOC reserves the right to negotiate fair and reasonable compensation with the selected vendor(s).
