About this opportunity

The Texas State Board of Pharmacy is requesting proposals for drug and alcohol screening services under RFP 515-26-0002, with proposals due March 6, 2026 by 4:00 p.m. Central Time. A HUB subcontracting goal of 7.5% applies; respondents must complete the HUB Subcontracting Plan and demonstrate good faith outreach to at least three Texas certified HUBs prior to submission, with rejection for non-compliance.

The scope covers establishing and managing a statewide Drug Screening Program Provider serving an estimated annual caseload of fifty pharmacy licensees subject to disciplinary orders requiring random drug testing. The awardee must maintain collection sites within 30 miles of participant home or work addresses, operate a 24/7 toll-free notification system and confidential online platform (including iPhone and Android mobile apps) to notify participants of required screenings, report results to TSBP within 7–10 days depending on result type via secure online systems, and maintain a Medical Review Officer to evaluate test result challenges. The standard drug panel encompasses amphetamines, barbiturates, benzodiazepines, cocaine, opiates, phencyclidine, cannabinoids, synthetic drugs (fentanyl, ketamine, tramadol), alcohol markers, and prescription medications (methadone, buprenorphine, methylphenidate, zolpidem) with specified cut-off levels and specimen validity thresholds.

The preferred fee for standard drug panel screening must not exceed $76.00 per test, inclusive of split specimens, confirmatory testing, MRO services, litigation support packages, and collection fees. Respondents must demonstrate a minimum of four years' experience managing drug and alcohol screening programs for healthcare professionals and hold current state, federal, and industry certifications. Required insurance includes Workers Compensation ($1 million), Commercial General Liability ($1 million each occurrence / $2 million aggregate), and Privacy and Network Security Insurance ($3 million privacy liability / $2 million data breach / $1 million network security per occurrence).

The contract term is one year from September 1, 2026 with four optional one-year renewals. Participants assume all drug screening costs; TSBP assumes no financial obligation. Proposals are evaluated on a 100-point scale: Experience (10 points), Participant Notification (10 points), Notification to TSBP (30 points), Participant Contact System (5 points), Collection Sites (10 points), Fees (20 points), and Respondent Reports to TSBP (15 points); references and vendor performance are scored pass/fail. The expected award date is July 31, 2026. Submissions must be made through the Bonfire portal at https://pharmacytexas.bonfirehub.com/portal/ and include certifications regarding Israel boycotts, Iran/Sudan/terrorist organization restrictions, cybersecurity training, E-Verify compliance, and foreign adversaries compliance.
