About this opportunity
CalRecycle is seeking a contractor to conduct a specialized economic study for the Covered Electronic Waste (CEW) Recycling Program, with the primary objective of determining payment rates for program participants over three consecutive fiscal years from 2025 to 2028. The study will focus on calculating average net costs for 22 approved recyclers and 289 active collectors across California, specifically analyzing expenses related to collecting, consolidating, transporting, receiving, processing, and recycling various types of electronic waste including cathode ray tube (CRT), non-CRT, and battery-embedded electronic devices. The project stems from the Electronic Waste Recycling Act of 2003 and requires a comprehensive economic analysis of the state's electronic waste recycling infrastructure. Proposals must be submitted electronically through the Vendor Submission Portal by October 8, 2025, with services commencing upon contract execution and continuing through May 31, 2028. The contractor will be responsible for producing detailed economic studies each fiscal year that provide insights into the operational costs of electronic waste recycling entities throughout California.
While no specific set-aside designations or restrictions on respondent types were explicitly mentioned in the solicitation documents, potential vendors will need to demonstrate significant technical expertise in economic analysis, particularly within the electronic waste recycling sector. The contract will be awarded to the most qualified contractor capable of performing the comprehensive economic study, with contact for solicitation questions directed to Nadine Mills, Contract Analyst, who can be reached at (916) 344-6399 or nadine.mills@calrecycle.ca.gov. Although a specific budget range was not provided, the project involves a multi-year engagement covering three fiscal years of economic research across California's electronic waste recycling ecosystem. The solicitation covers jurisdictions including Sacramento County, San Francisco City, Lake Riverside CDP, Marin City CDP, and Twin Lakes CDP, indicating a statewide scope of work. Interested contractors should carefully review the sample Standard Agreement and be prepared to provide highly specialized technical and economic analysis services tailored to California's electronic waste recycling program requirements.
