About this opportunity
This is a Request for Proposal (RFP) issued by the California Department of Resources Recycling and Recovery (CalRecycle) for the SB 54 Source Reduction Baseline project, RFP DRR24011. The contractor will be required to gather data to aid in the implementation of Senate Bill (SB) 54, which established a new extended producer responsibility program to manage single-use packaging and plastic single-use food service ware in California. The data collected will be used to inform the statewide Needs Assessment and estimate the amount of plastic covered material sold, offered for sale, or distributed in the state in 2023. The contract term is approximately 8 months, expected to begin in June 2024. Proposals are due by 2:00 pm on May 28, 2024, and a Notice of Intent to Award will be posted on June 13, 2024.
CalRecycle requires a minimum of 25% of the project services to be contracted to a certified California small business, and 3% to a certified California disabled veteran business enterprise. Preference points are available for certified small businesses and disabled veteran business enterprises. The contract has a maximum budget of $500,000, and the contractor will be paid on a pay-per-deliverable structure, with specific payment terms outlined for each task.
