About this opportunity

The Massachusetts Department of Correction (DOC) is seeking qualified consultants to provide management and staffing support at MCI Framingham and other DOC Power Plants through Project DRM 2016-02, Power Plant Systems Management. The scope includes high pressure power plant operations, emergency power generation, and co-generation in compliance with all applicable regulations. The contract will be a rolling enrollment, allowing bidders to respond at any point during the life of the solicitation. Multiple contractors may be selected, and the intent is to establish a pre-qualified list from which DOC and other eligible Commonwealth agencies can select services as needed. Site visits will be scheduled for each facility. The initial contract term is up to 1 year with two 1-year renewal options for a total maximum of 3 years. Proposals must include detailed qualifications, licenses, and resumes of the consultants who will manage the program, as well as pricing for various engineer classifications based on prevailing wage rates. Proposals will be evaluated based on conformance to requirements, quality and effectiveness of the proposed approach, cost, and relevant experience and qualifications. A Supplier Diversity Plan is required and will be evaluated as at least 10% of the total score.

The Commonwealth requires all contractors to provide a Prompt Payment Discount, which may be used as a basis for selection and negotiation. Contractors must also complete an Electronic Funds Transfer form and submit a Contractor Authorized Signatory Listing. Bidders will be subject to a background investigation and must have zero tolerance for sexual misconduct. The Commonwealth encourages adoption of environmentally preferable business practices. While no specific budget range or incumbent contractors are identified, the pre-qualified list established through this RFR may be used by multiple agencies for future power plant management needs.
