About this opportunity
The City of Pasadena Public Works Department Building Systems and Fleet Management Division (PW-BSFMD) is seeking a vendor to provide Drive Away Transport Service for the procurement of vehicle pick-up and delivery services. The contract will cover transportation of various vehicle types including light, medium, and heavy duty trucks, utility trucks, trash trucks, emergency vehicles, dump trucks, and boom trucks. All drivers must meet USDOT requirements, possessing current CDL class A, B, and C licenses, and must pass physical exams and drug testing. The contract is scheduled to run from July 1, 2024, to June 30, 2025, with key procurement dates including a question submission deadline of June 13, 2024, at 2:00 pm and a proposal submission deadline of June 19, 2024, at 2:00 pm. Evaluation criteria will focus on the lowest Grand Total Price submitted in the Bidders' Proposal, with contract awards made to responsive and responsible bidders. Pricing will be based on transport service tiers ranging from 5 miles and under to 50.1-60 miles, with specific quantities specified for each tier.
The solicitation includes provisions for local preferences and compliance with the Living Wage Ordinance for contracts over $25,000. Vendors must be fully bonded and insured, with physical damage coverage and complete liability insurance. The estimated value of risk exposure is $350,000.00, and vendors are required to submit a Unique Entity Identifier (UEI) from SAM.gov to be considered for the contract. Optional forms include Vendor Questionnaire (Form AA-1), Project Workforce Utilization (Form AA-2), and Current Permanent Workforce Utilization (Form AA-3), which collect information about equal opportunity employment practices and workforce composition. While the forms encourage vendors to provide demographic information about their workforce, this information is not a factor in contract award decisions. Vendors must also complete a Relevant Experience Form documenting five previous projects of similar scope and size, allowing the procurement team to assess the bidder's expertise and capacity to execute the contract successfully.
