About this opportunity

Palm Beach County Board of County Commissioners is requesting quotations for the purchase and delivery of drinking water under term contract RFQ #26-0177/KM, with quotes due June 25, 2026 at 4:00 p.m. Palm Beach County local time. A Small Business Development program preference applies to the non-federally funded portion, making certified small businesses within 10% of the lowest responsive, responsible bid eligible for award consideration. A 5% local preference is available to vendors with a permanent place of business in Palm Beach County established prior to RFQ issuance.

The scope is drinking water products delivered to County facilities during normal working hours. All quoters must be registered as vendors in the County's Vendor Self Service system prior to contract award; any subcontractors must also be registered in VSS. Quoters must submit pricing for new merchandise free from defect with single, fixed unit prices quoted to two decimal points. Pricing is expected to remain firm throughout the initial term and any subsequent renewals.

The County reserves the right to reject any or all quotes and to acquire drinking water through State of Florida contracts if pricing is lower. Quoters must comply with federal, state, and local laws, including E-Verify employment eligibility verification, criminal history records checks for certain facilities, drug-free workplace certification, and non-discrimination requirements. Invoices must bear the purchase order number for payment processing through the Finance Department.

Written questions are due June 18, 2026 at 4:00 p.m. Prime contractors must submit completed Subcontractor/Subconsultant Schedules 1, 2, and 2(a) with initial quotations to be considered responsive; complaints alleging Small Business Development Ordinance violations may be filed with the Office of Small Business Development.
