About this opportunity
The Kentucky Transportation Cabinet, Division of Purchases, on behalf of KYTC District 11 (Manchester District) in Carter County, is issuing a Request for Bid (RFB) for drill and blasting services to fracture rock and construct stable final rock cut faces using presplit blasting and production blasting techniques. The procurement seeks a master agreement contract with six primary line items: hand-operated rock drills (500 hours), hydraulic track drills (10,000 linear feet), blasting agent charges up to 10 feet deep (5,000 each), blasting agent charges for additional depth over 10 feet (5,000 linear feet), emergency response incentive (1 each), and presplitting services (90,000 square feet). Vendors must also perform pre-blast structure and building condition surveys for up to 20 locations within 500 feet of blast sites and must employ a licensed Kentucky blaster with proof of all applicable permits and licenses. The contract will be evaluated and awarded on a best value basis using measurable criteria allocating 95 points for price and 5 points for response time, with the lowest-priced compliant bid receiving maximum points and response time scored based on the vendor's stated calendar days to complete work. The bid closing date is July 28, 2023, at 1:30 p.m. Eastern Time, with a tentative award date of August 1, 2023; all bids must be submitted electronically through the Kentucky Vendor Self Service (VSS) system at https://vss.ky.gov, and vendor registration must be completed at least 24-48 hours prior to submission. The master agreement contract period runs from award through August 31, 2024, with four optional one-year renewal periods available with written approval from both parties.
Successful bidders must maintain Kentucky contractor's general liability insurance with $1,000,000 per occurrence limits and Kentucky worker's compensation insurance, with proof required within 10 days of award notice. Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders from states that offer preference to their own residents, and qualified bidder preferences apply as defined in applicable Kentucky statutes. Vendors must guarantee work initiation within 48 hours of emergency notification and provide emergency contact information, with a $750 emergency mobilization fee required for equipment delivered and operational within 24 hours; failure to respond within 72 hours may result in immediate contract cancellation. Prices must remain firm for the first twelve months, with only one price increase permitted thereafter subject to documented industry-wide justification and 30-day notice, and payment for services will be made within 30 working days of invoice receipt and acceptance by the agency, with 1 percent monthly penalty for late payments exceeding 30 working days. All bidders must complete and submit an Annual Affidavit for Bidders, Offerors and Contractors, sworn under penalty of perjury, certifying compliance with Kentucky campaign finance laws as required by Kentucky Revised Statutes 45A.110 and 45A.115. No specific budget or award value is provided in the solicitation documents, and no incumbent vendors or current contractors are identified.
