About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for Class A Dress Blouse Tunics in French blue for Maine State Police personnel under RFQ 260714-0011, with quotations due August 7, 2026 at 4:00 p.m. Eastern Standard Time. The resulting contract will be a Master Agreement permitting all State agencies to purchase items as needed.
Garments must conform to detailed specifications: French blue worsted gabardine fabric, military-style single-breasted design with five-button closure, stand collar, and two-piece set-in sleeves, available in male and female designs. The estimated annual usage is 20–30 units, with a minimum order quantity of 12 pieces per order. Pricing must be quoted on a per-unit basis for single-unit purchases, and delivery dates after receipt of order may be factored into the award decision.
The contract period runs August 1, 2026 through July 31, 2027, with four optional extension periods extending through July 31, 2031. All quoted prices and rates must remain firm for a minimum of one year from the contract start date. Quotations must be submitted through the State of Maine's AdvantageME Vendor Self Service system on an FOB Destination basis, with all shipping charges included to the Maine State Police facility at 36 Hospital Street, Augusta, Maine. A notarized State of Maine State Purchasing Code of Conduct Affidavit is mandatory and must include the complete physical location and address of all manufacturing facilities. Vendors awarded contracts for clothing items must pay a quarterly anti-sweatshop fee of one percent of the total dollar value of goods purchased, due within 30 days of the end of each quarter. The State anticipates making one award to the lowest-priced qualified bidder and reserves the right to make multiple awards or decline to award. Payment terms are net 30 days upon receipt of an accurate invoice. No costs related to bid preparation or contract negotiation may be included in quotations.
