About this opportunity

The City of Leander, Texas is soliciting Statements of Qualifications under RFQ CIPS27-003 to establish a three-year pre-qualified pool of drainage systems design and analysis professional service providers, with questions due November 16, 2026 and responses due December 1, 2026 at 2:00 PM Central Time through the City's Bonfire portal.

Respondents must provide proof of licensure and include at least one registered professional engineer or architect qualified for the discipline as Project Manager, with a minimum of five years of experience in specified services. Responses are limited to thirty-five pages and must include references from at least three municipal or government agencies that used similar services within the past two years. Respondents must also complete statutory verifications covering boycotts of Israel and energy companies, discrimination against firearm entities, and Texas Government Code requirements.

Evaluation weights are Relevant Qualifications and Experience (30 points), Proposed Staff (20 points), Available Resources and Location (20 points), Methodology and Approach (20 points), and Added Value (10 points). The submission contains no pricing.

Pool membership does not guarantee work. Services are as-needed, with individual projects awarded as negotiated Task Orders, and the City may select pre-qualified respondents without an RFP based on submitted qualifications. Task Orders specify a not-to-exceed Basic Services Fee with unit prices per work unit, and Additional Services bill at the Engineer's Standard Hourly Rates in Exhibit C. The Engineer must notify the City when expenditures reach 80 percent of the not-to-exceed amount. Monthly invoices are payable within 30 days of approval. Required insurance includes Commercial General Liability at $1 million per occurrence, Business Automobile Liability at $1 million, and Professional Liability at $1 million per occurrence with two-year tail coverage if claims-made. The agreement is governed by Texas law with venue in Williamson County courts.

The City posts responses to questions by November 23, 2026, and anticipates award in April 2027, with the Professional Services Agreement beginning upon City Council approval and full execution.
