About this opportunity
The City of Pembroke Pines is requesting bids for drainage modifications on Johnson Street between NW 201st Avenue and NW 200th Avenue, with bids due July 16, 2026 at 2:00 p.m. and opening at 2:30 p.m. This project is subject to Davis-Bacon Act prevailing wage requirements and HUD Section 3 compliance obligations, which condition economic opportunities on hiring from low- and very low-income populations and use of Section 3 businesses.
The scope encompasses installation of approximately 120 linear feet and 198 linear feet of 12-inch HDPE storm drain piping, two 15-inch ADS nyloplast drain basins, connections to existing drainage structures, pavement restoration of a 10-foot-wide section at the City Lift Station facility, swale regrading with topsoil and St. Augustine sod, and comprehensive stormwater pollution prevention and erosion control measures. Work must comply with Florida Department of Transportation standards, South Broward Drainage District requirements, and City engineering standards. The contractor must obtain Sunshine 811 utility locates certification, coordinate preconstruction conferences with City Engineering, the Drainage District, and Utilities Department, provide FDOT-certified traffic plans, submit as-built drawings certified by a registered land surveyor, and maintain weekly street sweeping and bi-weekly erosion control reports. Construction must be completed within 45 calendar days from Notice to Proceed.
The estimated project cost is $80,000. The contractor must furnish Performance and Payment Bonds each equal to 100% of contract price within 15 days of award and maintain General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Workers' Compensation, Auto Liability ($1,000,000), and Environmental/Pollution Liability ($1,000,000), with the City named as additional insured. A proposal security equal to 5% of bid amount is required. Prevailing wage rates under Davis-Bacon determination FL20250197 (effective July 4, 2025) and Executive Order 14026 minimum of $17.75 per hour apply. The contractor must utilize E-Verify and exclusively use Waste Pro of Florida, Inc. for debris disposal. Bid opening will be held publicly at the City Clerk's Office with virtual attendance via Cisco Webex. Questions are due through the e-Procurement Portal at https://procurement.opengov.com/portal/pembrokepines by the question due date. No federal or grant funding applies to this project.
