About this opportunity

The Commonwealth of Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) has issued a draft Request for Proposal (RFP) for Renewable and Alternative Energy Portfolio Standards Services. DCAMM is seeking up to three contractors to provide services related to the Massachusetts Renewable Energy Portfolio Standard (RPS) and Alternative Portfolio Standard (APS) regulations, including qualifying customer assets, registering assets, tracking production, purchasing Green-E RECs, and providing sale and distribution of revenue from energy credits. The contract term is expected to be two years initially, with two 2-year renewal options. The pricing structure is based on a percentage of revenue from the sale of energy credits by the contractor. DCAMM currently has 2,883 kW of APS assets, 3,455 kW of RPS Class 1/2 assets, and 3,896 kW of RPS Solar Carve Out assets enrolled. Bidders must have experience with NEPOOL GIS accounts and demonstrate a marketing strategy and technical approach to maximize the number of credit-worthy assets. The proposal due date is September 15, 2017.

Supplier Diversity Program participation is required, with a 10% or more evaluation weighting. DCAMM does not list any incumbent vendors or current contractors. The draft RFP does not provide a specific award value or budget range, but indicates that the pricing structure is based on a percentage of revenue from the sale of energy credits by the contractor.
