About this opportunity

The Broward County Aviation Department is requesting proposals for environmental compliance services at Fort Lauderdale-Hollywood International Airport (FLL) and North Perry Airport (HWO) under RFP No. PNC2131298P1, with proposals due October 13, 2026. This is a draft solicitation; dates and terms are estimated and subject to change upon final advertisement through Broward County's BPRO electronic bidding system.

The procurement is federally funded by the Federal Aviation Administration and subject to Disadvantaged Business Enterprise (DBE) Program requirements under 49 CFR Part 26; no specific DBE goal percentage has been established at this time. The Broward County Criminal History Screening Practices Ordinance, Lobbyist Registration Act, and small business program requirements apply.

The scope encompasses environmental regulatory compliance services and emergency/non-emergency response services. Compliance work includes NPDES permitting, wildlife hazard assessments, wetland determinations and permitting, tree permitting, petroleum storage tank services, stormwater pollution prevention plans, environmental site assessments, asbestos and lead-based paint surveys, air quality sampling, and preparation of assessment reports and regulatory closure documentation. Emergency response services cover rapid mobilization to environmental incidents such as spills or contamination, immediate containment implementation, and incident response documentation. The pricing scenario requires cost estimates for a specific groundwater and soil assessment project at FLL involving safe work plan establishment, soil boring confirmation, groundwater sampling from existing monitoring wells, and site assessment reporting with a Request for No Further Action.

Up to two consultants will be selected. Evaluation criteria are Ability of Professional Personnel (30 points maximum), Project Approach (20 points maximum), Past Performance (45 points maximum), and Pricing (5 points maximum, calculated using the formula Lowest Proposed Price/Proposer's price × 10). Vendors must provide references for a minimum of three similar projects at commercial service airports. The County reserves the right to negotiate pricing after scoring and request additional financial information to determine financial responsibility.
