About this opportunity

The State of Colorado, Department of Personnel and Administration, Office of Sustainability, is requesting quotes for Inflation Reduction Act (IRA) tax credit compliance services under Documented Quote DQ AAAA 2027*0081, with quotes due September 12, 2026 at 3:00 PM MST. Service Disabled Veteran Owned Small Business (SDVOSB) respondents must submit SBA certification documentation.

The scope covers management, validation, and filing of IRA tax credits for approximately 10 clean energy projects across multiple state agencies—Colorado Department of Human Services, Department of Personnel and Administration, Department of Military and Veterans Affairs, and Department of Natural Resources—placed in service during 2026 and 2027. Projects include solar installations (18 kW to 3,306.2 kW DC capacity), battery storage systems (612 kWh and 120 kWh capacity), one ground source heat pump system (480,000 BTU), and approximately 26 electric vehicle chargers distributed across Denver, Pueblo, Lakewood, Colorado Springs, Centennial, Longmont, and Windsor. Services required include education on applicable IRA tax credit rules (sections 30C, 48E, 48, 45Y, and 45W), eligibility assessments, compliance management, pre-filing registration, IRS extension submissions, tax form preparation and e-filing, and credit monetization or transfer facilitation where applicable. The total project portfolio is valued at approximately $19.57 million in combined material and labor costs.

A mandatory requirement is documented experience with e-filing direct pay credits for a state or municipality, supported by references. Pricing must be submitted as a fixed fee per filing year. The State will compensate vendors for services rendered regardless of tax credit receipt outcome; progress billing is permitted. Vendor compensation will be subtracted from credits received by the State, with no upfront fees required.

The initial contract term runs October 16, 2026 through June 30, 2027, with potential extension for up to five years at the State's sole discretion. Prior to contract execution, the awarded vendor must provide proof of good standing with the Colorado Secretary of State and insurance documentation including general liability, professional liability, and crime insurance at $1,000,000 each. Written inquiries are due September 2, 2026, with award notification estimated for the week of September 21, 2026. Price is the primary evaluation criterion.
