About this opportunity

The State of Colorado, Department of Personnel and Administration, Office of Sustainability, is requesting quotes under a Documented Quote solicitation (DQ AAAA 2027*0068) for financial services to manage and file Inflation Reduction Act direct pay tax credit applications for eligible state agency clean energy projects, with quotes due August 26, 2026 and award notification estimated for the week of August 31, 2026.

The scope covers approximately 11 projects across multiple state agencies (CDHS, DPA, DMVA, and DNR) for calendar years 2026 and 2027, including solar installations, battery storage, ground source heat pumps, and electric vehicle chargers. The selected vendor must provide comprehensive services: education on IRA tax credit rules (sections 30C, 48E, 48, 45Y, 45W); eligibility assessments; compliance management including prevailing wage and domestic content requirements; IRS pre-filing and extension form submissions; tax form preparation and electronic filing; and tax credit monetization services. Respondents must demonstrate prior experience filing direct pay credits for state or local government entities.

The initial contract term runs October 1, 2026 through June 30, 2027, with extension options not to exceed five years total. Pricing must be firm during the initial term. The financial services company will be paid only after credits are received by the State — no upfront fees apply. Payment is contingent on appropriation and availability of contract funds; invoices are payable within 45 days of state acceptance, with interest accruing at 1% per month on unpaid balances after 45 days.

Award will be made to the responsible respondent with the most advantageous quote, with price as the primary consideration. Respondents must submit valid insurance coverage documentation (including workers compensation, general liability with $1,000,000 minimum limits, automobile liability, protected information liability, professional liability, and crime insurance), a completed W-9, and potential contract term modifications with the quote. Written inquiries are due August 19, 2026.
