About this opportunity

The City of Dallas is soliciting proposals to establish a three-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement for comprehensive grounds maintenance services at 11 separate Dallas Police Department locations throughout the Dallas metropolitan area. The scope of work encompasses full-service landscape maintenance including mowing, edging, trimming, litter and leaf removal, bed cultivation and weeding, irrigation system inspection and maintenance, shrub and groundcover trimming, ornamental tree pruning and fertilization, pre-emergent and post-emergent herbicide applications, dormant oil treatments, and specialty services such as winter rye grass overseeding at select locations. Services are to be performed on an as-needed basis per work schedules coordinated with Dallas Police Department representatives, with actual quantities subject to change based on City needs and purchased with no minimum or maximum guarantees. Bidders must demonstrate a minimum of three years' experience operating as a full-service landscape management company capable of providing landscape maintenance, design, installation, irrigation services, and in-house chemical applications, along with proof of licensing for irrigation and pesticide application through the Texas Structural Pest Control Board and/or Texas Department of Agriculture, current insurance documentation, equipment lists, practitioner qualifications, and three business references. Responses must be submitted electronically through the City's procurement portal by May 8, 2026, with a $100 bid security requirement, and pricing must be firm for the entire contract term with all-inclusive service costs presented by line item based on estimated 36-month quantities. All bidders may attend pre-bid meetings and site visits to assess the 11 locations and submit inquiries electronically, with responses provided via addendum. The City will evaluate bids based on responsiveness, responsibility, pricing competitiveness, and overall value, with final award requiring Dallas City Council approval.

The City of Dallas' Local Preference Program provides a 5% preference for local Dallas firms on contracts valued under $500,000, potentially allowing qualified local bidders to be considered for award over the lowest bidder. Contractors must comply with a $23.06 per hour wage floor requirement for general service contracts over $50,000 and demonstrate good faith efforts to meet a 5.69% Small Business Enterprise (SBE) participation goal under the City's Dallas Regional Inclusive Vendor Enterprise (DRIVE) Policy, with SBE commitments constituting material representations of intent subject to compliance monitoring and auditing. The City has provided a comprehensive SBE list containing 238 certified landscaping and grounds maintenance vendors and 267 additional vendors across related service categories throughout the Dallas-Fort Worth metropolitan area to support small business participation. Contractors must procure and maintain comprehensive insurance coverage including Workers' Compensation with $500,000 Employers Liability limits, Commercial General Liability with $1,000,000 per occurrence limits, and Business Automobile Liability with $500,000 combined single limits, with the City named as additional insured and Mobile Equipment and Pesticide/Herbicide Applicator Coverage included. Monthly invoices submitted by the 15th of the following month with delivery order references are paid within 30 days of correct receipt, and no incumbent vendor information or specific budget allocation was disclosed in the solicitation materials. The City reserves the right to award by individual group, in its entirety, or in a manner most advantageous to the City based on competitive sealed bidding procedures and evaluation criteria specified in the detailed specifications document.
