About this opportunity

The Town of Clifton Forge, Virginia is requesting proposals for a downtown upper-level housing feasibility study and preliminary architecture/engineering reports (PER/PAR) under an RFP funded through Virginia Housing's Community Impact Grant Planning Program, with proposals due August 7, 2026 and questions due July 27, 2026.

The selected firm must be lawfully engaged in the practice of architecture, engineering, or related disciplines within the Commonwealth of Virginia. The scope requires evaluation of feasibility for converting upper floors of existing downtown buildings into residential units and advancing the two most viable buildings to preliminary design and cost estimation. Deliverables include a statement of qualifications and relevant experience, description of proposed methodology and project schedule, an itemized budget, up to three references from similar past projects, and resumes of key personnel. All deliverables, data, and documentation produced under the contract become the property of the Town of Clifton Forge.

The contract is structured as a not-to-exceed agreement for $40,000, with project completion required no later than six months after contract execution. Proposals will be evaluated on qualifications and experience with similar projects, understanding of adaptive reuse and housing feasibility, clarity and feasibility of proposed approach and schedule, cost-effectiveness, and capacity to complete the work on time and within budget. Qualified firms must demonstrate relevant experience in conducting local housing market assessments, qualified staff and technical capacity to meet project timelines and deliverables, and a satisfactory performance record on similar past projects.

Selection and contract execution are expected between August and September 2026. The Town reserves the right to accept or reject any or all proposals and to cancel or amend this solicitation as needed. Proposals are submitted electronically to Maria Saxton, Director of Planning & Community Development (msaxton@cliftonforgeva.gov).
