About this opportunity

The City of Italy, Texas is requesting sealed bids for the Downtown Sidewalks Revitalization Project Phase 2 under a Texas Community Development Block Grant (TxCDBG #CDM23-0117), with bids due June 26, 2026 at 1:00 p.m. at City Hall.

The scope includes removal and replacement of approximately 4-inch thick reinforced concrete sidewalks, ADA-compliant ramp construction, and installation of handrails, detectable warning pads, handicap parking signs and markings, and asphalt pavement transitions throughout the downtown area. Work must comply with the North Texas Council of Governments Standard Specifications for Public Works Construction, 5th Edition and federal prevailing wage standards. Bidders must submit a Statement of Bidder's Qualifications and comply with Build America, Buy America Act (BABA) requirements, including submission of an A400 BABA Compliance Form prior to the first pay application or material installation.

The anticipated maximum initial construction contract amount is $90,000, with remaining funds reserved for contingency and approved change orders. The project is organized into a Base Bid with 14 line items and three additive alternates (Sections 1, 2A, and 2B) allowing the City to scale scope based on available funding. The lowest responsive and responsible bidder will be selected based on the Base Bid plus the combination of additive alternates in listed order within the available award budget. Unit prices are required for all Base Bid items and Additive Alternates.

Bidders must provide a bid bond equal to 5 percent of the total bid amount (or certified check or U.S. Government Bonds). Performance bonds are required for contracts exceeding $100,000; payment bonds are required for municipalities with contracts exceeding $50,000, due within 30 days of Notice of Award. The City reserves the right to hold bids for up to 60 days for review and investigation of bidder qualifications. Project bid documents were available for download at no cost from www.civcastusa.com or for a non-refundable $150 from Freeman-Millican, Inc., the project engineer.
