About this opportunity

The Town of Long View, North Carolina, is soliciting Statements of Qualifications from engineering firms for professional engineering, landscape architecture, surveying, permitting, bidding, and construction administration services on the Downtown Long View Streetscape and Pedestrian Improvements Project, with SOQs due July 28, 2026.

The project encompasses the 1st Avenue SW corridor from 22nd Street SW to 27th Street SW, designated as the official Downtown District. Scope includes sidewalk construction and replacement, ADA-compliant pedestrian facilities, streetscape enhancements, curb and gutter improvements, pedestrian crossings and ramps, corridor beautification, landscaping, urban forestry elements, downtown gateway features, utility coordination, parking and access management improvements, and wayfinding elements. The selected firm will advance conceptual recommendations into final engineering design and construction-ready documents while supporting future grant funding opportunities.

Minimum qualifications require North Carolina engineering registration, experience with municipal transportation and streetscape projects, experience with federally and state-funded infrastructure projects, familiarity with NCDOT standards, ADA accessibility design experience, and demonstrated ability to manage public engagement and stakeholder coordination. Scope of services spans seven primary tasks: project management and coordination, surveying and existing conditions documentation, preliminary engineering, final design, environmental review and permitting, bid phase services, and construction administration and observation.

Submittal requirements include a letter of interest, current workload and availability statement, proof of professional licensure, and any additional relevant information, not to exceed 30 pages excluding resumes and appendices. The Town encourages participation by minority-owned, women-owned, veteran-owned, and disadvantaged business enterprises and prohibits discrimination based on protected characteristics. The Town reserves the right to reject submissions, waive informalities, request additional information, modify the scope, cancel the solicitation, and select the firm deemed most qualified. The original RFQ was issued June 11, 2026, with SOQs initially due August 10, 2026, reflecting a compressed timeline in this extension notice.
