About this opportunity
The City of Plattsburgh in Clinton County, New York, is seeking proposals from qualified architectural firms to conduct downtown feasibility studies through a New York Main Street Technical Assistance Program grant. The primary objective is to inspect three specific buildings in Downtown Plattsburgh to assess their potential for reuse and rehabilitation. Required services include conducting detailed building analyses involving structural and code evaluations, creating basic layouts, developing pro formas, generating cost estimates, and formulating facade recommendations. Proposing firms must submit a comprehensive project approach, a completion timetable targeting substantial project completion by July 2025, a statement of qualifications demonstrating at least two similar completed projects, and a minimum of three professional references. Proposals will be evaluated based on understanding of the project, approach and method, added value, management availability, timeline appropriateness, and overall qualifications. The submission deadline is March 31st, 2025, at 4:00 PM, with proposals to be mailed or hand-delivered to Courtney Meisenheimer, Director of Community Development, at City Hall. Contract selection is scheduled for April 17th, 2025.
While there are no specific service-disabled veteran-owned set-asides and zero total MWBE participation goals, minority-owned and women-owned businesses are strongly encouraged to respond. The project has a predetermined budget of $21,100, which must cover all project expenses including travel and reimbursements. In terms of vendor history, Architecture, LLP was noted as a business entity awarded an identical or substantially similar procurement contract within the past five years. The final project documentation must explicitly acknowledge funding from the Housing Trust Fund Corporation and NYS Homes & Community Renewal, with the documents remaining the property of these entities and the City of Plattsburgh. The contract term is set for six months, covering the period from proposal selection through project completion. Interested firms should contact Courtney Meisenheimer at (518) 536-7526 or meisenheimerc@cityofplattsburgh-ny.gov for additional information about this downtown revitalization initiative.
