About this opportunity

The City of Philadelphia Procurement Department is soliciting quotes for double-roll toilet tissue dispensers through a Micro or Small Order Purchase, with quotes due November 12, 2026 on PHLContracts. Vendors must submit electronically through PHLContracts by an authorized company representative, and a signed Consent and Authorization Agreement must be executed and submitted before bid close, or the quote is deemed non-responsive.

The dispensers must conform to a specification sheet attached to the notice, which covers dimensions, material composition, operational features, and performance standards. Award goes to the lowest responsive and responsible bidder, either as a whole or by line item at the City's discretion, and the City may reject any or all quotes or accept multiple sellers. Vendors must not deliver materials or perform services until they receive official notification of award and authorization to proceed.

The micro purchase threshold is less than $45,000 for FY27, adjusted annually by CPI-U. The contract term is 365 days from the effective date in PHLContracts, with automatic termination thereafter. Quotes remain valid for 60 days, and pricing must be quoted net and exclusive of taxes, FOB Destination Point. The City is exempt from federal excise, transportation, and Pennsylvania sales taxes. Payment is made by electronic deposit following delivery and City approval. Required insurance includes general liability at $500,000 per occurrence and workers' compensation at statutory limits. Sellers and their parent and subsidiary companies must not carry delinquent City taxes, liens, judgments, or other debts without an approved payment plan. Sellers must comply with nondiscrimination provisions under the Philadelphia Home Rule Charter and Chapter 17-400 of the Philadelphia Code. The contract is governed by Pennsylvania law and the Court of Common Pleas of Philadelphia County.

A voluntary LGBTQ Applicant Opportunity Data form accompanies the solicitation. It collects LGBTQ business ownership status, National LGBT Chamber of Commerce certification through Independence Business Alliance, and any MBE, WBE, DSBE, or DBE designations, plus certified LGBTBE subcontractors.
