Bidders must hold a valid State of Hawaii General Engineering "A" or Specialty Contractors "C-32" license at time of bidding and maintain it throughout the contract term. An apprenticeship program preference of 5% bid adjustment applies to eligible bidders. A minimum of eighty percent of the workforce must consist of Hawaii residents.
The scope covers furnishing labor, materials, equipment, and services to replace existing chain link fences with new chain link fences at various harbor locations on an open-ended, as-needed basis. The project is subject to prevailing wage requirements under Hawaii Revised Statutes Chapter 104.
The contract term is twelve months from Notice to Proceed, with options to extend for up to two additional twelve-month periods upon mutual agreement and satisfactory performance, for a maximum total duration of thirty-six months. Payment is made through purchase orders for each work order based on actual quantities and unit prices bid. Upon award, the successful bidder must submit performance and payment bonds of $300,000 each, subject to increase if work orders exceed initial bond requirements. Bid security equal to at least 5% of the base bid amount is required. All work must comply with federal environmental regulations, state water quality standards, and harbor security requirements, including mandatory Maritime Security Awareness training and Transportation Worker Identification Credentials for personnel accessing secure areas. Liquidated damages are assessed at $150 per calendar day for project delays. Requests for Information are due June 4, 2026 at 2:00 p.m. HST. Substitution requests must be submitted twenty-one calendar days before bid opening. All proposals must be submitted electronically through HIePRO; failure to upload the complete proposal constitutes grounds for rejection.
