About this opportunity
The California Department of General Services, Executive Office of Sustainability, is soliciting bids on behalf of the California Department of Transportation (Caltrans) for installation and electrical connection of Electric Vehicle Supply Equipment (EVSE) infrastructure at the Caltrans Ventura Field Office, with bids due October 21, 2026 and a mandatory virtual pre-bid site inspection on October 7, 2026. Contractors must hold a California Contractors' State License Classification C-10 and be certified as a Small Business (SB), Small Business for Public Works (SB-PW), Micro Business (MB), or Disabled Veteran Business Enterprise (DVBE) through the DGS Office of Small Business and DVBE Services — participation in these programs is a hard eligibility requirement.
The scope comprises installation of Level 1, Level 2, and Direct-Current Fast Charging EVSE stations with wiring devices and all associated components for a complete and operational system, including required testing. Work includes saw cutting, trenching, backfilling, surface finishing, and lot restoration. Bollards may be required. ADA-accessible charging ports must be installed as shown on drawings. The site is located at 157 South Garden Street, Ventura, California.
The award will be made on a lump-sum basis to the lowest responsible bidder, with award anticipated within 30 days of bid opening. Bidders must submit bidder's security equal to at least 10 percent of the bid amount. The successful bidder must furnish performance and payment bonds each in the amount of 100 percent of the contract price. All contractors and subcontractors must be registered with the Department of Industrial Relations and comply with prevailing wage requirements as determined by the August 2026 DIR published rates.
DVBE participation is not mandatory; however, participation above zero percent is strongly encouraged with incentive consideration available for confirmed DVBE participation of 3 percent or higher. Contractors must submit a Certificate of Reported Compliance for any fleet vehicles subject to California Air Resources Board In-Use Off-Road Diesel Fueled Fleet Regulations. The State reserves the right to reject any or all bids and to reject bids presenting unacceptable risk if bidders do not disclose Generative Artificial Intelligence usage. Sealed bids must be submitted electronically to Tiffany.Kan@dgs.ca.gov before 2:00 p.m. on October 21, 2026. Award is contingent upon availability of funds through the State's normal budget process or transfer through the Architecture Revolving Fund.
