About this opportunity

The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Georgia Department of Transportation (GDOT), is requesting qualifications for Design Professional Services for Project No. DOT-136, a new District-7 Administration Office in Atlanta, with Statements of Qualifications due July 27, 2026 at 2:00 PM. The project is federally funded and requires Georgia Peach certification with commissioning; selected firms must execute GSFIC's Design Professional Contract Agreement without modification.

The scope is architectural and engineering design for an approximately 78,000-square-foot office building to replace an existing facility and serve GDOT's District-7 region. The building will be constructed adjacent to the existing Traffic Management Center at 935 East United Avenue, Atlanta, Georgia 30316, and includes office spaces, conference rooms, training facilities, and support areas based on preliminary architectural concepts by Wiley Wilson. Design services are anticipated to commence in October 2026, with construction documents expected by Q3 2027. The project will use a Construction Manager-at-Risk delivery method and must comply with federal Davis Bacon Wage Requirements and Georgia's Energy Efficiency & Sustainable Construction Act of 2008 (O.C.G.A. 50-8-18). The preliminary stated cost limitation for construction is $22 million, subject to revision based on final programmatic requirements and funding availability.

Minimum qualifications include valid Georgia business registration, current professional licenses, no history of debarment or contract termination, and compliance with immigration and E-Verify requirements. Evaluation criteria weight firm stability (25%), project experience and team qualifications (45%), and approach and suitability (30%), with emphasis on comparable project experience, team member qualifications, previous performance, sustainable design capabilities, and proximity to the project location. The selected firm must use GSFIC's free Project Management Program (e-Builder) for contract administration.

The RFQ is a two-step process: Statements of Qualifications are due July 27 with evaluation by August 4; finalist firms will be announced August 4, followed by a mandatory pre-proposal site visit on August 11 at 9:00 AM and interviews on August 19. Submittals must be uploaded as a single PDF (maximum 50 pages, excluding licenses and required forms) to the GSFIC Egnyte FTP site.
